Why does my converted Word document look different?

PDF describes where marks sit on a page; Word describes flowing paragraphs. Rebuilding the second from the first is an approximation, and complex multi-column layouts and unusual fonts are where it shows most.

Can I convert a scanned PDF to editable text?

Not directly, because a scan holds no text. Run OCR PDF first to add a text layer, then convert.
